Whitelisting ATOM - LUNA LP Token as an Alliance Asset

This proposal aims to whitelist the ATOM-LUNA factory LP token in order to give Terra some immediate much needed liquidity. I believe the alliance module (natively functional with URA) is the best tool we have currently, which allows us to incentivize liquidity provision with a small portion of Luna inflation, a function so far unutilized on Terra.
