Description

This governance proposal aims to upgrade Terra's mainnet to version 2.12.4. Key Changes:

  1. Update Validator Minimum Commission Rate to 5%
  2. Burning of TFL's LUNA and IBC exploiter assets
  3. Removal of blacklist functionality
