Launching the Phoenix Directive Treasury

In line with the approved Phoenix Directive Proposal (Proposal 4816) on Terra governance (https://commonwealth.im/terra/discussion/23826-the-phoenix-directive-updated), this follow-up proposal seeks to establish the Alliance for funding Phoenix Directive.\n\n\n\nThe Alliance will have a reward weight of 14%, allocating 10% of chain staking rewards to the Phoenix Directive. These funds will be utilized to create Phoenix Task Forces and achieve the objectives outlined in the proposal (https://commonwealth.im/terra/discussion/25020-phoenix-directive-launching-treasury).
